Shri Kaushal Kishore, has been an Indian P&T Accounts and Finance Service officer of 1990 Batch. Presently he is a Professor of Practice in Arun Jaitley National Institute of Financial Management (AJNIFM). He is the Programme Director of Professional Training Course (PTC) for Civil Services Probationers of five Group ‘A’, organised Accounts and Finance Services of the Government of India.
As a career civil servant, he has worked at the operational and policy making roles at the district, State and at the National level in the Department of Telecom, Department of Posts, Competition Commission of India and the Telecom Regulatory Authority of India. An HAG level officer of Indian P&T Accounts and Finance Service, 1990 batch, superannuated as Sr. DDG, DoT on March 31st 2024. Has educational background of MA Economics JNU, New Delhi; Post Graduate Diploma in Financial Management, Maastricht school of Management, Maastricht, The Netherlands; and LL.B, University of Delhi, Delhi. He has worked at each tier of the Department of Telecom, beginning with Telecom District to the DoT HQ, involving operational, developmental and policy making duties at state and the national level. Professional experience ranges from finance and accounts related issues spanning telecom operations, telecom infrastructure and developments, Business development and marketing in India posts, modernisation of Postal Savings Bank operations, Organisational restructuring, Telecom Licensing and policies related to Licensing Finance, Policy formulation for Universal Provision of Telecom Services particularly in rural and remote areas, handling of legal matters and court cases before TDSAT, Hon’ble HC and Hon’ble SCI, investigation and analysis of cases from Competition Act perspective in the Competition Commission of India . Worked for seven years with TRAI as Adviser and Principal Adviser & FA to the Authority. Has vast experience of policy formulation and implementation at the state and national level besides regulatory functions as part of Competition Commission of India and TRAI. Well versed with government policies, procedures, rules, regulations with respect to accounts, finance and budgetary and audit and management of Government Finance.

- Represented Competition Commission of India at International Competition Network’s annual conference 2016 in Botswana.
- Represented TRAI in Study Group Meetings of International Telecom Union HQ at Geneva in March 2023. Served as member and Co-Chair of Sub Group of Study Group of ITU on “Affordable data services”.
